Larry Phipps founded Qualcon, Inc. in 1994 with the vision to create a world class Quality Services Company. During his tenure at Qualcon, he has represented and/or provided support to many world renowned organizations. Counted among his clients are the National Aeronautics and Space Administration (NASA), ExxonMobil, British Petroleum (BP), Bechtel, the American Petroleum Institute, the American Welding Society and others.

Mr. Phipps has achieved the highest levels of accreditation from numerous national and international technical societies such as the Registrar Accreditation Board (RAB); the American Petroleum Institute (API); the American Society for Nondestructive Testing (ASNT); The American Welding Society (AWS), the American Society for Quality (ASQ) and the Expediting Management Association (EMA).

Over twenty-five years experience in Quality Assurance and Quality Control Systems and Principles. Extensive experience in Quality System Development, Quality System Audits, Quality Control Inspection and Expediting. Over ten years Vendor Surveillance Inspection/Coordination experience for Critical Service Wellhead Equipment, including HIP and Weld Clad. ASNT NDT Level III Certification has been maintained for over fifteen years. Experienced in Development of NDT Personnel Certification Programs, NDT techniques and procedures and personnel training.

Certified API Lead Surveyor/Assessor/Auditor for various Product Specifications in their Specification Q1 Monogram Licensing Program, and APIQR ISO 9000 Accreditation Program.

Mr. Phipps has been a long time member and was elected President of the Expediting Management Association for 2006.
