Qualcon Incorporated was founded in June
1994, providing Inspection
Personnel to the Oil & Gas Industry. Through the years Qualcon has developed
to employ Quality Professionals to serve many sectors of Industry, including
Oil & Gas Production Companies, Aerospace, Manufacturing, Refinery &
Chemical Process Facilities, Nuclear & Fossil Fuel Power, and others.
Qualcon has developed a lasting relationship with many
Clients. Services are performed at various locations throughout the United
States, Colombia, Mexico, Canada, Scotland, England, Norway, Russia,
Nigeria, and others. Technical Experts in the field of Quality Assurance /
Quality Control and specific commodity can be deployed to any location
throughout the world.

performed for Technical Organizations, ISO Registrars and many End Users of
products and services. Our unique experience in auditing, participation in
Technical Organizations and years of process auditing position Qualcon to
develop and implement Quality Management Systems that are manageable,

Development for ISO 9000 Accreditation and American Petroleum Institute (API)

Background Summary:
Larry Phipps founded Qualcon, Inc. in 1994 with the vision to
create a world class Quality Services Company. During
his tenure at Qualcon, he has represented and/or
provided support to many world renowned organizations.
Counted among his clients are the National Aeronautics
and Space Administration (NASA), ExxonMobil, British
Petroleum (BP), Bechtel, the American Petroleum
Institute, the American Welding Society and others.
Mr.
Phipps has achieved the highest levels of accreditation
from numerous national and international technical
societies such as the Registrar Accreditation Board (RAB);
the American Petroleum Institute (API); the American Society for Nondestructive Testing (ASNT);
The American Welding Society (AWS), the American Society
for Quality (ASQ) and the Expediting Management
Association (EMA).
Over twenty-five years experience in Quality Assurance
and Quality Control Systems and Principles. Extensive
experience in Quality System Development, Quality System
Audits, Quality Control Inspection and Expediting. Over
ten years Vendor Surveillance Inspection/Coordination
experience for Critical Service Wellhead Equipment,
including HIP and Weld Clad.
ASNT
NDT Level III Certification has been maintained for over
fifteen years. Experienced in Development of NDT
Personnel Certification Programs, NDT techniques and
procedures and personnel training.
Certified
API Lead Surveyor/Assessor/Auditor for various Product Specifications in
their Specification Q1 Monogram Licensing Program, and
APIQR ISO 9000 Accreditation Program.
Mr.
Phipps has been a long time member and was elected
President of the Expediting Management Association for
2006.
Mr.
Phipps has provided service to clients around the
world. He has trained inspection personnel in Bolivia,
Ecuador and Columbia, and performed audits in England,
Scotland, Norway,
Russia, Singapore, Trinidad, Canda, Mexico, Australia,
and Malaysia

Background Summary:
Alan Reynolds joined the
Qualcon, Inc Team as Operations Manager in 2004. Alan
established his professional relationship with Qualcon
President Mr. Phipps in the early 80’s in Houston, TX
while serving as a Quality Assurance Representative /
Consultant in the Oil and Gas Industries.
Alan has over 24 years diverse experience in directing,
supporting, planning and managing quality assurance /
quality control programs in the Oil and Gas Industry,
Petrochemical Industry, Nuclear Industry, Power Industry
and Manufacturing Industry.
Before joining Qualcon Alan was Quality Assurance
Manager for a world leader in Expansion Joint
Manufacturing. Responsibilities included ASME/NBIC
Accreditation, ISO 9001:2000 Accreditation, Nuclear
Standards Compliance, European PED Compliance, Military
Standards Compliance, Supplier Six-Sigma Black Belt, NDT
Level-III, NDE and Welding Personnel
Qualifications/Certifications/Supervision, Radiation
Safety Officer and QA Engineer.
Diverse QA/QC Code Experience and Working knowledge
include: fabricated engineered equipment, materials
processing and quality systems in the capacity as QA
Manager, QA Engineer, Witness Inspection, Surveillance
Inspection and Quality Consulting.
Alan is a current AWS Certified Welding Inspector and
has held the following certifications and qualifications
